Analysis of the Effectiveness of Sustainable Mobility Policy Objectives and Actions: Case Studies in Indonesia, Cambodia, and Laos

This research aims to study the sustainable urban mobility policy in Indonesia, Cambodia, and Laos. The goal is to better understand the policy by reviewing the objective of sustainable urban mobility policy, analyzing the challenges during the policy implementation, and finally analyze the progress action achieved from the policy.

Policy is fundamental to sustainable mobility development activities. However, enhancing policy coherence is one of the most challenges in achieving sustainable transport. To find out the research objective, three methodologies are used in this research. First, STP marketing is known as the comparison tool to show where the policy objective, goal, and strategy position while comparing to other country’s policies. Second, SWOT methodology helps where interpreted the qualitative survey into Strengths, Weaknesses, Threats, and Opportunities. Third, TOWS analysis, this framework is functional for strategy development by using the SWOT analysis result. Six indicators from three pillars of Sustainable Development (social; environmental; and economic), along with the three frameworks from the UN Paris Agreement (financial, technology, and capacity-building) define Sustainability Mobility in this research.

This research hopes to support useful information for the decision-makers to reflect on the existing policy objective regarding sustainable transport. Policymakers can better understand the challenges of policy procurement and achievements from the policy both from the direct group and indirect group, which can lead to the possibility of policy development for sustainable mobility in the future.  Moreover, as Indonesia, Cambodia, and Laos share similarities in facing urban mobility challenges and the country’s status, hence other developing countries can utilize this information as a case study as well.
