My family living in Japan has a VISA, so can I use a dependent visa to enter Japan?

Yes, you can use the visa as long as it is valid. We usually support you to apply for a student visa, but in the case you use visa other than student visa, we do not prepare your COE or other supporting documents for you to prepare student visa as application documents for different visa can be different.
